I explore the normative debates about a just distribution of rights and responsibilities in the context of international regimes that define the rules of international cooperation in science and technology issues. My work starts with the question of how state and non-state actors involved in these multilateral negotiations conceptualize a fair division of tasks and benefits, and explores whether competing ideas about different modalities of production, ownership, consumption, and innovation affect the potential for deeper international cooperation. Though this cooperation can take many different forms - ad-hoc or institutionalized unilateral, bilateral, or multilateral action - I specifically focus on how countries and non-state actors, in the context of multilateral negotiations, determine the division of rights and responsibilities to solve collective problems.
