Developing countries face significant debt burdens and struggle to improve public welfare through the delivery of high-quality services. Trust in governments is eroding, and external interventions often yield limited results. Implementing modernization reforms is critical to reversing these trends, as such reforms have the potential to reshape public perceptions of government actions. However, in many developing nations, these reforms often fail to achieve the expected outcomes. This research focuses on the challenges of implementing digital transformation projects in developing countries, with Haiti's public administration serving as a case study. Haiti has a history of reform attempts that have oftentimes yielded disappointing results. As a fragile state, recurring crises further complicate these efforts. This research highlights how specific contextual factors, such as political instability, shape the trajectory of digital transformation in Haiti’s public sector and hinder its success. The goal is to provide context-sensitive strategies to enhance the outcomes of future modernization projects, especially those related to technology adoption.
