The thesis adopts a sociological and psycho-sociological approach to foreign policy in order to explain how liberal democracies that fail to sanction violating states that are their friends, allies or clients become targets of norm enforcement by states, which mobilise the democracy's social and relational interests to compel it to move to sanctions.
